As controversial as it sounds, I strongly believe a lot of examiners are not good at assessing writing skills at 8.0 and above. That's because a lion's share of their work consists of assessing essays at bands 5.0-7.0. I heard a similar thought from one of the former examiners. If you think about it, this makes total sense.
