L0 refers to all protocols that make blockchains possible and allows blockchains to communicate better. L1 are blockchains. L2 are blockchains operating on L1 blockchain as a basis. L3 are decentralized applications operating on any blockchain (L1 or L2). All is very simple as you see!

L0 -- Cosmos, Substrate (protocols making interoperable blockchain creation possible)
L1 -- Ethereum, Solana, Cosmos Hub (interoperable blockchain built on Cosmos), Polkadot (interoperable blockchain built on Substrate), Litecoin etc.
L2 -- Polygon, Arbitrum, and Optimism (blockchains built on Ethereum blockchain interconnecting with one to operate and make transaction optimization)
L3 -- decentralized applications built on any blockchain (Uniswap)
