sold/traded/peddled luxury perfumes in Russia. He
ignored/bypassed/disregarded UK rules, which could lead to ten years in prison.

arresting/capturing/detaining him in 2023, authorities
stopped/ceased/discontinued investigating, even though they found 1.7 million pounds in hidden sales. Crisp says he didn't break the rules on purpose.
The BBC found that no one in the UK was punished for breaking sanctions since Russia invaded Ukraine. Some people and politicians consider the UK is not strict enough.
