If the holdup is from DC, the Sheriff can't do anything until the paperwork is released to my understanding, the perps wouldn't be located in-County. IF the paperwork comes in and a LOCAL blockage is discovered - THEN we call the Sheriff and ask for the Law to be enforced and for the blockage to be cleared, and charged for interfering in an official proceeding if reasonable evidence exists for that.
