After a "short" back and forth talking with Telegrams Bot "Support", that took months because their average response time is like 2 weeks, they finally told me that they wont do anything at all to solve the problem. First they told me that the devs adjusted the limits for my bot, which did absolutely nothing then they just said they can't do anything. The final "solution" they offered, is to just discard requests when limits are reached which would mean the bot simply does not work on the high traffic hours. Here is the message from Bot Support:
